Contaminations Note:
1. Some PVC Compounders besides making toy grade PVC compound, they also make industrial product like PVC cable (contains Lead), Pipe (contains Lead), industrial parts (contains Barium and Cadmium)
2. Some Paint factories make toy paint as well as Lead and Cadmium paint.
3. Some Stabilizer producers make toy grade stabilizer (Calcium / Zinc) as well as Lead stabilizer, Barium stabilizer and Cadmium stabilizer. Lead stabilizer is used in cable, wire and pipe. Barium and Cadmium stabilizers are used in artificial leathers, packaging materials, film, carpet, etc.
4. Some Raw Material Retailers are selling both toxic and toy raw material, there is a high risk of cross contamination.
5. Random Sampling is not fully implemented. Some factory will supply "Super sample" for QC testing, this sample will pass all testings. However, the raw material used in "super sample" may be different from the actual delivered toys.
6. The American toy regulation is not as stringent as the European Union. The main regulation is F963, part 3. It limits the content of 8 heavy metals, including Lead, Barium, Cadmium. The protection for Children is not as good as the European Union.
7. The Europen Union has regulation EN71, part 3. It is similar to USA's F963, part 3. It limits the content of 8 heavy metals, including Lead, Barium and Cadmium. Moreover, EU also has the following two regulations, limit the content of phenol and nonyl phonel.
German Food and Commodities Act (LMBG 30), Recommendation 47, (BGA phenol), limits the contain of phenol to a max of 0.0005%.
European Union Regulation, 2003/53/EC, limits the content of nonyl phenol to a max of 0.001%.
